All Michigan Residents...
who cannot see or read regular print due to a physical disability are eligible to receive free reading materials from a statewide network of libraries. There is no charge for the services, not even a cost to mail materials to and from the library. This program is made possible by the National Library Service for the Blind and Physically Handicapped, Library of Congress, Washington, D.C.


Libraries in the network loan materials to adults and children who cannot read regular print because they are:

  • Legally      blind
  • Visually      impaired
  • Unable      to hold a book or turn pages
  • Unable      to read because of a reading disability resulting from an organic      dysfunction

Services also are available to schools with eligible students and institutions with eligible patients, clients, or residents. Materials can be borrowed to meet temporary or long-term needs.


To qualify for long- or short-term service, individuals must be unable to read regular print because of a visual or physical disability. To begin service, request an REGISTRATION FORM from the library listed below. The form includes a Certificate of Eligibility to be signed by a qualified professional. [For reading disability, a doctor of medicine or osteopathy must certify eligibility.]

What Can Be Borrowed?

  • Talking Books and/or Magazines and a Talking Book player 
  • Downloadable  digital books and a digital Talking Book player
  • Download Talking Books over the Internet from      the BARD website.    BARD      online application
  • Braille books and magazines

Books and magazines span all age levels and reading interests. Borrows can select their own books or the library will choose based on personal reading interests. Equipment that needs repair is serviced or replaced at no charge. All materials are loaned free of charge.
